some pastors and charges seem not to have any conception of what a quarterly conference is for. A
presiding elder and a quarterly conference is a sort of a necessary nuisance on such charges. I held 120
quarterlies in person, preached 161 times, traveled a distance of 7,658 miles and expended $335.95. My
own salary is full. I received $15 as presents.

Recommendations. (1) I desire to recommend to the Conference the employment of a wise,
efficient, and safe evangelist and keep him constantly at work, under the direction of either a special
committee or the presiding elder. (2) That the sustentation board be instructed to classify the charges
receiving help from said board. (3) That we have a special standing committee on finance to report a
year hence. Conclusion. In concluding my report I want to gratefully thank my Heavenly Father in
preserving the health of myself and family. I was able to meet every appointment during the year. I did
the best I could. I found my own limitations. Someone else would possibly have rendered a better and
more acceptable service. I wish also to express my appreciation of the Ministry and Laity for their
cooperation, sympathy, and prayers. My heart craves for us all a new vision, a larger purpose, a deeper
consecration, and a fresh annotating with the Holy Spirit. Your brother in Christ Jesus, W. F. Gruver,

Boundaries. Boundary and finance committee organized by electing W. F. Gruver, chairman,
and A. S. Hammack, secretary. The following resolutions were passed:

1. That the district remain as it now is.

2. That we recommend that the church at Midland, Md., be sold.

3. Attach Pleasant View to Franklin circuit.

4. Detach Circleville from Franklin circuit and attach to Pendleton circuit.

5. Detach Belmont from Staunton charge and attach to Augusta circuit.

6. Dayton circuit and Harrisonburg be special charges as formerly.

7. Mt. Hebron to be detached from Albemarle circuit and attached to Elkton circuit.

8. Detach Bayard from Bayard circuit and attach Dodson, Blaine, Chaffee, and Oakmont to
Bayard Mission, and the remainder of Bayard circuit to be known as Elk Garden circuit.

9. That we recommend that the Tye River church be sold and that the presiding elder look after
the sale of same. The proceeds from the sale of this property be applied to the building fund of the
Staunton church.

10. Linville [FM] and Long’s Chapel [FM] be detached from Harrisonburg FM Circuit (col.)
and attached to Augusta and Rockingham [FM] Circuit.

11. Detach Shendun [Mt. Vernon] from Pleasant Valley circuit and attach to Albemarle circuit.

12 Detach Mt. Bethel [Belvadere] from Augusta and attach to Albemarle circuit.
13. The presiding elder’s salary be $800 and $300 for expenses, that he receive same monthly,
and if necessary the treasurer borrow the money to pay it.

14. The salary of the pastor of the church in Cumberland be not less than $700.

15. The following appropriations were approved: Bayard mission, $150; Prince William
mission, $75; Keyser, $300; Westernport mission, $60; Roanoke, $300. Amended so that Smith’s
Chapel was left with the presiding elder either to leave on Albemarle circuit or serve it from Rockbridge
circuit.
