has been given to the District. Owing to the large number of quarterly meetings and the desire for the
Elders’ presence on Sunday morning, it seems impossible to give the Mission District the time and
attention it should have. Salary received, $599.22; one-half parsonage rent, $14.55; presents, $2.40;

Winchester District. Dear brethren: Winchester District is composed of 16 charges, 15 of
which were regularly supplied at the last Conference, and no suitable supply has been found for Prince
William. But at each time for the quarterly conference, I preached at all of the appointments and
administered the sacraments. Bro. Sampsell also preached one time around at all of the appointments.
Rev. J. F. Snyder, in order to attend school at Union Biblical Seminary, resigned South Branch circuit,
August 1st. Rev. George Burgess was selected to supply the charge until the end of the year.

Two new churches have been dedicated within the year. One in which we have an interest is at
Sulphur City, Bro. L. A. Racey, pastor, at which Dr. T. C. Carter assisted in the dedicatory services.
Another is on South Branch circuit, under the pastorate of Bro. Snyder, dedicated by Dr. H. H. Fout.
The new parsonage on West Frederick circuit has been partially completed and is now occupied by the
pastor, T. J. Feaster. Two new churches on Lost River circuit, J. B. Fergerson, pastor, are almost ready
for dedication. A new church on Berkeley Springs circuit will be completed and dedicated in the near
future. The damage done to the Church at Hawkinstown by lightning last summer has been repaired and
the Church greatly improved, and all paid for by the earnest effort of the pastor, Bro. Lutz. The repairs
and improvements of all the parsonages and churches on all of the charges have been carefully made and
are in good condition. Fifteen Young People’s Christian Unions. The itemized reports of the ministers
will show the exact number and condition of the Young People’s Societies and Sabbath schools.

Rev. J. B. Fergerson has been recommended by his quarterly conference to this Conference for
membership. At the last quarterly conference on Jones Spring circuit, Bro. T. T. Tabb, a young man of
exemplary life and a student at Shenandoah Institute, was licensed to preach the gospel. One Ministerial
Institute, held at Winchester, Va., was well attended and was especially interesting and spiritual.

One camp meeting was held at Inwood Park, W.Va., Bro. S. A. Crabill, pastor, at which Dr. T.
C. Carter did the principal part of the preaching. The ministers have enjoyed good health and have been
constant and faithful in the work assigned them. With gratitude to God for his presence and thanks to
the brethren for their faithfulness and services, I am your servant for Christ’s sake. Assessments tor
Presiding Elders Salary, $664; received, $649; and deficit, $15. J. D. Donovan, P.E.

Boundaries. Report on Boundaries. The committee on Boundaries and Finance, beg leave to
submit the following report:

1. That we have two Presiding Elder districts.

2. That boundaries of Inwood and Winchester circuits be so changed that Mt. Pleasant be
detached from Winchester circuit and attached to Inwood circuit, and that Red Bud be detached from
Inwood and attached to Winchester.

3. That Claysville be attached to New Creek circuit.

4. Virginia Freedman’s Mission district be divided into two circuits to be known as Staunton
and Linville: Staunton [FM] Circuit to be composed of Staunton [FM], Harrisonburg [FM], Hillsville
[FM], Mt. Zion [FM], Morgantown [FM], Monterey [FM], Moatstown [FM], Franklin [FM], and
Hightown [FM]; and Linville [FM] Circuit to be composed of Long’s Chapel [FM], Wardensville [FM],
Beazley [FM], Keezletown [FM], Dunges Chapel [FM], and Timber Ridge [FM].
