Winchester District. Dear brethren: Winchester District at present is composed of 19 charges,
15 of which were regularly supplied with pastors by our last Annual Conference. Capon circuit was
supplied by Rev. H. C. Carpenter, who was regularly appointed January 4, 1902. Keyser mission, for
which $200 was appropriated at our last Conference, has not been operated because of unfavorable
conditions, and the money has been left in the treasury. In April, Rev. L. Walter Lutz resigned Edinburg
circuit to which Rev. T. T. Tabb was appointed. September 1st, the authorities [hand-written minutes] of
Pennsylvania had been given to the Virginia Conference by order of the General Conference. Two
missions were received by this change of boundary, neither of which were supplied by pastors.
November 17th, Rev. C. D. Bennett was appointed pastor of Westernport station. Midland, the other
mission, has been without a pastor to the end of the year.

The quarterly conference and sacramental services have been held regularly on all of these
charges, and statistical reports prepared for the Conference. Sabbath schools, young people’s societies,
literature, and finances are in good condition in the district. The summer Bible Conference ordered to
be called to meet at Harrisonburg or Inwood Park, July 16th, to study revival methods and church work,
met at Inwood Park, which was well attended and of unusual interest and profit. One camp meeting was
held at Inwood Park, beginning July 19th, at which Rev. Sam P. Jones did the preaching, and where over
$300 was secured to pay the balance of debt on parsonage at Inwood.

Also the parsonage and ground on west Fredrick circuit have been greatly improved by Bro. T. J.
Feaster. The annual convention of the Y.P.C.U. of the Virginia Conference met in Berkeley Springs,
July 23rd. The convention was largely attended, and the addresses were excellent. Two new church
houses, free of debt, have been dedicated on Lost River circuit. Rev. J. B. Fergerson, pastor, and three
others are in course of erection on the district. Extensive improvements are being made to the Church in
Martinsburg. The churches and parsonages are in good repair and practically out of debt. The district is
in good condition, the ministers have worked faithfully and have succeeded well as their reports will
