this the better. I only preached a few times during the year, and only attended about one-third of the
quarterly conferences, but sixty-five were held during the year in person and by proxy, for which I
received $508.79, also $10 in presents; house rent, $50; church expenses, $3; [and] paid towards the
repairs of the parsonage, $28. Total received for the year as salary and rent $622.78. With thankfulness
to God for his goodness and to the brethren for their kindness, this report is respectfully submitted, J. W.

Winchester District. To the Virginia Annual Conference, Dear brethren: With gratitude and
praise to God for his great goodness that has been manifest all the year, I prelude this my annual report.
Sixteen fields of labor are embraced in the organism of Winchester District. To all of these
appointments were made at the last session of Conference except Garrett Circuit. This I tried to supply,
but my efforts were discouraged. Rev. W. O. Burtner, with much regret, resigned Martinsburg Station
September 1st, a way having opened by which to complete his preparations for the ministerial work.
Bro. J. R. Ridenour took charge for several weeks, when Rev. S. H. Snell was appointed, who served
acceptably to the close of the year.
The houses of worship that were reported under way last year at Inwood and Midland have been
dedicated. One has been purchased at Hazelwood, the strongest point on Prince William Mission, which
our people now occupy, while Capon Springs, Hartmansville, and Lost River circuits are each pressing
one to completion. Many circuits have made repairs in church houses and parsonages, the effort being
to improve steadily without contracting debt. Parsonages are badly needed. There should be one on
every charge, as the salaries paid are not sufficient to support families and pay rent.
Spring and Fall sessions of the Ministerial Institute were held at rural points and greatly relished
by the people, who attended in great numbers. The Conference assessments are well up on all the fields
where an effort was made early to secure them. The salaries of our preachers are not what they should
be, but our people toil and sacrifice, feeling that they can do no more at present. The Quarterlies were
all held in person or by proxy, with but one exception. Salary, $477.79; presents, $5. Respectfully

Boundaries. We, your committee on Boundary, beg leave to submit the following:
1. Detach East Point and Mt. Zion, Shenandoah City circuit; and attach to Elkton mission, to
be known hereafter as Elkton circuit; the remainder of Shenandoah City circuit to be known as
Shenandoah City mission.
2. That Reed’s Creek, Smith’s Creek, and Franklin constitute Franklin circuit, and the
remainder of Franklin circuit to be known as Pendleton circuit.
3. Attach Salem to Friendship mission, and Friendship mission be known as Inwood circuit.
4. Detach Central from Bloomery circuit and attach to Berkley circuit.
5. Detach Pleasant Grove, Zion, Lovetts, and Union from Capon Springs circuit and attach to
Bloomery circuit.
6. That the districts remain as they now are. Respectfully submitted, J. W. Howe, Pres., S. D.
