One parsonage was built on Frederick circuit. The church in Martinsburg has been repaired and
greatly improved at a cost of $700, which amount was secured at the time of reopening. One church
house on Clark Mission near completion. Two churches dedicated, Rocky Springs and Albun’s Chapel.
One in course of erection on Newhaven Mission. Our quarterly meetings were generally well attended
and harmonious, except a part of one charge (a few members of which opposed the pastor in the
discharge of his duty in reading Discipline as per Discipline, which resulted in the dissolving of the
quarterly conference). As to my part of the year’s work, I have done what I could to promote the
interests of the Church and the glory of God. In this I have had the approbation of a conscience void of
offence, the favor of Heaven, and the cooperation of my brethren, for which I feel thankful. Salary

Conference School. The following is the first reference to establishing a School for the Virginia
Conference; it is an amendment to the report (p. 12) of the Committee on Education: WHEREAS: The
Virginia Conference of the United Brethren in Christ is the oldest Conference in the Church in the
United States and Canada; and, WHEREAS: up to this time she has no church school or institution of
learning within her borders; and WHEREAS: that need is now more deeply felt than ever before;
therefore be it RESOLVED, (1) that we establish an institution of learning within our bounds; (2) That the
minimum for beginning the work must be $10,000, and that no debt be made in establishing the school;
and (3) that an agent be appointed whose duty it shall be to secure the amount contemplated.

Boundaries. The report of the Committee on Boundaries was made and adopted as follows:

1. Detach Shiloh from East Rockingham and attach to Madison.

2. That Luray Mission and East Rockingham Mission, together with East Point and Mt. Zion,
constitute Elkton Circuit.

3. The remaining portion of Port Republic Mission and Nelson constitute a mission, to be
called South River Mission.

4. Detach Bethlehem from Churchville and attach to Rockbridge.

5. That the remaining part of Churchville circuit be constituted Churchville Mission Station.

6. Detach Toms Brook, Mt. Hebron, Columbia Furnace and Cabin Hill from Edinburg circuit,
and constitute a circuit, to be called Toms Brook Circuit. To be left to the discretion of the Stationing
Committee.

7. That Files appointment be detached from Berkeley Mission and Union Chapel from
Berkeley Springs Circuit and [both] attached to Bloomery Circuit.

8. Detach all the appointments west of Capon River from Bloomery Circuit, and make a
mission, to be called North River Mission.

9. Detach Mahnes appointment from Berkeley Springs Circuit and attach to Berkeley Mission.
10. Attach Key’s appointment to Mechanicstown Circuit.

11. Detach Friendship from Opequon, to be made the basis of a circuit to be called
Vancleavesville Circuit.

12. That Bridgeport be detached from Clarke Mission to form the basis of a mission, to be
called Front Royal Mission, and that it be attached to Shenandoah District.

13. That Opequon Circuit be changed to Williamsport Mission.
