secured their final blessing and permission to proceed with the project as per their commitments to the
Winchester-Frederick County Chamber of Commerce College Project Committee.

Both of our groups used the establishment of memorial gifts to encourage larger gifts. The
bronze plaques commemorating various civic clubs, individuals, churches, classes, unions, business
firms, and foundations were erected by the committees throughout the buildings. It is interesting to
review these today.

Commitment by Virginia Conference. The following official actions of the EUB Virginia
Conference show their dedication to the college project time after time:

 The Virginia Conference, meeting in special session, June 28, 1955, approved the relocation of
Shenandoah College in Winchester and recommended that the College Board of Trustees take
whatever steps might be necessary to effect the relocation.

 The Virginia Conference, meeting in special session January 30-31, 1956, again approved the
relocation of Shenandoah College in Winchester. Acting under the authority of the Virginia
Conference, the Board of Trustees of Shenandoah College met in called session on January 31,
1956, and set in motion the operational plans to carry out the action of the special session of the
conference.

 Also in January 1956, the EUB Virginia Conference petitioned the General Council of
Administration of the EUB Church in Dayton, Ohio to rescind its action of December 8-9, 1955,
which in actuality denied approval for Shenandoah to move to Winchester, and recommended that
they close or combine with Lebanon Valley College in Pennsylvania. Later the General Council
did grant permission to move, but emphasized that the building and operation of the College-
Conservatory in Winchester was the responsibility of the EUB Virginia Conference and
Winchester’s College Project Committee. (Further details about this issue are provided in
Section I.B.5, below.)

 The Virginia Conference, meeting in special session, June 20, 1956, authorized and empowered
the Superintendent and Secretary of the conference to contract with and employ the firm of Ward,
Dreshman and Reinhardt of New York City to conduct a national fund-raising campaign for
$250,000 among the friends and alumni of Shenandoah. A contract with this firm had been
drawn but not authorized to begin.

 The Executive Committee of the Board of Trustees of Shenandoah College authorized the
drawing of a contract with the firm of Haddox and Williams, Architects, of Winchester and
Bethesda, Md., said contract to cover the entire architectural design of the Winchester plant.
The contract had been drawn but not delivered, and contained the usual stipulations of such
contracts, including an escape clause

 On the same date, June 20, 1956, the Virginia Conference authorized its Treasurer to
negotiate a loan with the Farmers and Merchants National Bank of Winchester, Va., for
$12,500. Said loan to be used to finance the early stages of the fund raising campaign. The
loan was successfully negotiated.

 On the same date, June 20, 1956, the Virginia Conference authorized the Superintendent,
Secretary, and Treasurer of the Conference to negotiate a loan with Farmers and Merchants
National Bank of Winchester, and any other participating banks, for a sum not to exceed
$250,000, and to pledge the credit of the conference to secure the loan. Said loan to be used
in the relocation of Shenandoah College in Winchester. The Farmers and Merchants
National Bank expressed its willingness and ability to make said loan with final
